CAF Rejects Rwanda's Appeal
The appeals board of the Confederation of African Football (CAF) has upheld the decision of the Organizing Committee of the African Cup of Nations which disqualified Rwanda from the final group phase of the qualifying for 2015 tournament in Morocco.
The statement was released by the body on its official website stating that Congo is therefore qualified and will compete in Group A against Nigeria, South Africa and Sudan in place of Rwanda.
"CAF secretary general Hicham El Amrani on Saturday sent us an email saying they have rejected our appeal and Rwanda is disqualified from the games." confirmed Ferwafa secretary general Olivier Mulindahabi. "We think CAF as a body is not using apt laws. We shall forward our issue to the Casa-FIFA."
Rwanda was disqualified based on Article 41 of the AFCON regulations, which states that any team that has committed fraud on the identity of a player for qualification and/or involved a suspended player, will lose the match and shall be eliminated from the competition by decision of the organizing committee who would decide on such matters which facts clearly established.
It was established that based on the documents on record, Rwanda's player Daddy Birori was the same that played in the champion's league with the DRC's AS Vita using the name Etekiama Agiti Tady.
CAF further stated that it was evident the Ferwafa was aware of this double identity but proceeded to feature the player for the national team while he held a different identity with the club.
Congo protested against the player's eligibility after the he featured in the 2-0 defeat for Amavubi away on July 20, but he missed the return leg in Kigali which Rwanda won 4-2 on penalty kicks on August 2.
According to the latest information from Ferwafa, a decision has been reached not to summon Daddy Birori again for national duty. Mid September, CAF will hear Birori's case to determine if he should remain suspended.
Ferwafa announced more details on its position will be given on Monday.
